BRIEF HISTORY OF THE COLLEGE

Balasore Law College, Balasore is one of the oldest private law colleges in Odisha The Establishment of “Balasore Law College” dates back to the year 1978 and was the first Private Law College under Utkal University and second in the state of Odisha. The college was affiliated with Utkal University, Odisha in the year 1979. It remained permanently affiliated with Utkal University till 1999. The College is permanently recognized by Govt. of Odisha and permanently approved by the Bar Council of India, New Delhi. The College has already been included u/s 2(f) & 12(b) of the UGC Act. 1956 and is eligible to receive grants under various UGC schemes. In the year 1999, Fakir Mohan University was established. Accordingly, this college is now permanently affiliated with Fakir Mohan University, Vyasa Vihar, Balasore, Odisha.

 

The college functions in its building at Banaparia, Kuruda, Balasore. The primary objective of this Institution is not only to impart legal education but also to create avenues for the spread of legal knowledge among citizens and also to create legal awareness among the weaker and vulnerable sections of the society. In the course of time, this institution has earned name and fame for itself and it has been the cradle for judges, Ministers, Legislators, Lawyers of eminence, Executives, Corporate personnel and social activists of yesterday and today. A student of this Institution automatically becomes a proud successor of this glorious heritage. All efforts of this Institution are to make its students reach the height of professional excellence.

 

From the academic session 2002-03, F.M. University introduced the LL.M. Course under the self-financing scheme as per the direction and requirement of the Bar Council of India. The classes of the LL.M. course have been conducted by Balasore Law College since 2002-2003. The teaching and non-teaching staff of Balasore Law College are engaged to run the course. The LL.M. students of F.M. University are given all the facilities as students of this college. The students who passed out from college are successfully practising law all over India. Some of them are in Judiciary and some of them are also holding different legal posts under central as well as state Government. The existence and continuation of the college are highly essential to fulfilling the legal and educational needs of the people of Balasore and to creating self-employment.

LOCATION 

Balasore Law College is located at Banaparia, Kuruda, Balasore, Odisha, 756056. It is 200 km. from the state capital Bhubaneswar and about 250 km. from Kolkata. It is well connected with other parts of the state and the country with roadways and railways. The college is 1kms. from the National Highway No. 5 and 6kms. from the Balasore Railway station.

 

CLIMATE

The climate of Balasore town is moderate throughout the year due to its proximity to the Bay of Bengal i.e. Chandipur.

 

MISSION

The College aims at providing quality legal education to the students to face the challenges of life. Besides legal education, moral, ethical and cultural education are also imparted to the students to make them fit for the Bar and Bench and to serve the country.

 

VISION

To make the college one of the standard legal institutions in the state, the college envisions opening more courses like LL.M., 5 Years Integrated Law, and PG department in various law subjects. To make them effective the college is developing its existing infrastructure. It envisions making courses more participative and career-oriented. The College is constantly touching the University and Govt. of Odisha to make it a Constituent Law College of the University, which will directly help the students get quality education.

COLLEGE RULES & REGULATIONS

  1. The academic session of the college is from June to May and the college timing is 8 am to 1 pm. One academic session is divided into two semesters i.e. one is from June to November and the other is from Dec. to May.

  2. Students are advised to carry their Identity Card always with them. This will entitle them to all the privileges of a college student. Identity Card has to be produced on demand by the Authority. It must be renewed every semester.

  3. Students are strictly forbidden from handling the electrical switches or connection or splitting the walls, blackboards/whiteboards, pillars, floors and doors of the college in any manner.

  4. Any student wishing to make a representation on any subject has the right of access to the Principal during college hours with prior permission of the principal.

  5. Students are required to be orderly and quiet in the college.

  6. Bicycles and Two-wheelers must be kept in the stand and locked with a chain for safety. Students are not allowed to keep their bicycles and Two-wheelers in front of the principal's office.

  7. For the maintenance of discipline in the college, the punishments set forth below may be inflicted. A verbal and written reprimand, fine, forfeiture of fees paid, deprivation of scholarship, rustication or expulsion.

  8. Expulsion from the college may be inflicted for delinquencies of a heinous nature involving disgraceful or dishonourable conduct or moral turpitude or persistent or willful infringement of College Rules, including an organized attempt to stay from the college or create disturbances or for gross insubordination or disrespect to the constituted authority of the College or for instigating discounted breaches of discipline or for cheating or attempting to cheat or any sort of damages to the institution.

  9. A student who is rusticated or whose name is removed from the college rolls, shall, as soon as his name is struck off from the rolls, leave the college, irrespective of whether he has paid the college fees in advance or not. Fees and deposits paid by such students shall be forfeited. If such a student does not leave the college by the date he is required to do so, he shall be liable to pay penalties, in violation of the order and shall also be subject to any lawful action taken by the college authority.

  10. No club or society shall be started or maintained by any student without the approval of the principal.

  11. No meeting or demonstration shall be held in the college premises by any student without the permission of the principal.

  12. Meetings of a social or academic nature may be held by the students with the prior permission of the principal.

  13. Raising subscriptions from amongst the students in the college or from outsiders for any purpose is forbidden.

  14. Students seeking their College Leaving Certificate & Conduct Certificate etc. must apply to the principal in the prescribed form at least 3 days in advance along with the necessary fees & and clearance certificate. CLC may be issued by Registered Post to students staying away only when the application is made to that effect along with a self-addressed stamped envelope.

A student of this college must behave and conduct himself/herself in a disciplined manner both inside and outside the College premises. He/she must abide by all the rules and regulations prescribed from time to time by the College Authorities and shall not conduct himself/herself in any manner prejudicial to the honour and dignity of the Institution.
The campus of the College is strictly a no-smoking and non-alcoholic Zone. Any deviation from this will be seriously viewed which shall attract strong action from the authorities. Ragging and Sexual Harassment are also strictly prohibited. Strong disciplinary proceedings shall be initiated against the student violating these, which may result in severe punishment including suspension and expulsion from the Institution.
The decision of the principal about the matters not covered in this calendar or about any dispute arising out of the interpretation of any clause/clauses of the calendar shall be final and binding.

COLLEGE UNIFORM

In compliance with the Bar Council of India’s guideline relating to the Dress Code, college students shall have formal Dress as follows: For all – White/Black Trouser. Full sleeve, white Shirt, (Black Tie and Black Coat optional) Optional for Girls- Black boarded white Saree with white full sleeve blouse or White Salwar, white apron (Black coat optional).
